I'm not familiar with the particulars of the R4, but for many other
similar products you can get effectively store/play multiple games on
one "cart". In most cases it ultimately depends on the capacity of the
cart you're using and the footprint of each game.

Yes it has.
Perhaps not for the most recent releases, but for the most part ROMS for
commercial DS games are fully playable on 3rd party carts.
