As the saying goes... It depends.

AMBER alerts take between 3 to 6 hours (31%), 1 to 3 hours (27%), 6 to 12 
hours (17%).

The National Weather Service has the most experience issuing public 
warnings. NWS "key performance indicator" for tornado warnings is 10 
minutes. The KPI for tsunami warnings is 10 minutes after the initial 
earthquake report.  Those are maximum KPIs, NWS strives to respond 
quicker.

I couldn't find a specific number of U.S. Geological Survey for earthquake 
reports better than "tens of seconds."  Usually between 6 seconds and 45 
seconds, depending on earthquake location and instrument coverage.

The Justice Department hasn't published a report about BLUE alerts yet.


I don't have much data about performance of state or local EOCs/EMAs. 
Unless they have training and experience sending public alerts & warnings, 
my expectation is 3 to 6 hours.
