[sbe-eas] Canada: B.C.now learning the public alert lessons previously learned by others

The Premier of British Columbia issues a public alert, nearly a week after 
extreme weather and flooding began across the province.

Its not clear from the reporting today if he used the Canadian Alert Ready 
system or something else.


In case you are wondering how long it takes to issue public alerts.  Does 
your emergency plan route approval through elected officials? Then its 
going to take a long time.
