[sbe-eas] More tests using live EAS codes

Because FEMA IPAWS program managment office asks alert originators to
conduct a proficiency demonstration every month using "live" EAS codes,
and alert origination software have bad user interfaces -- expect to see
mistakes with "test" messages activating live emergency alerting systems
somewhere in the country every few months.
Fortunately, the latest one had the WEA (cell phone) box unchecked, so it
didn't send the test message as a live alert to phones. But it did send
to broadcasters and cable systems.

until 12:15 PM. Message from IPAWSCAP. TEST TEST TEST. This is a
Proficiency Demonstration Test Message. No action required. NO ACTION IS
REQUIRED as this is only a monthly Proficiency Demonstration Test. END
TEST.
