This week was the deadline for WEA Performance Reporting comments

9 organizations submitted comments.

DOI/USGS and NOAA/NWS did a good job on their respective comments.

As expected, the carriers and industry groups were opposed to essentially 
everything.  AT&T did the best job explaining its position.  T-Mobile was 
also in opposition.

Public safety comments were represented by APCO and a joint submission 
from Colorado agencies.  Colorado recently experienced urban-wilderness 
wildfires. Heartfelt plea to make things better.



Missing comments from the WEA supply chain include

Apple (iOS) and Alphabet (Android) which dominate the mobile operating 
platform in the U.S.; did not submit any comments.  The analytics 
collected by the OS are very detailed, but vanish in their respective 
"improvement" programs.

OEMs/ODMs for inexpensive handsets. Most use Android, but there are some 
others. Essentially all are global manufacturers, and incorporate 
global requirements and standards in their products.

Alert Origination Software (AOS) vendors. WEA performance depends on 
launching the alert correctly (with operator feedback). This is the 
weakest part of WEA. No submissions.

FEMA/IPAWS operates the critical WEA gateway, which translates alert 
messages from CAP to CMAC.  This is the choke point for every change with 
WEA.
