[sbe-eas] Volcano Warning (error) for Bluff Nebraska

I won't think any station would have relayed in Nebraska since they wouldn't have that code loaded in their EAS decoder.  Unless they had selected all codes, which would not be a wise thing to do

If I was a station owner I'd repot it to protect myself since the FCC mandates any errors be reported.

Interesting mistake though.  I hope they got the proper alert out ok.
