[sbe-eas] IPAWS queue processing (WEA and EAS)

IPAWS shows as reachable, but no recent WEA or EAS messages.

It appears there is a queue processing problem at IPAWS
since 1558 UTC (11:52 a.m. EDT)

Since 1558Z...a system issue at FEMA is preventing Weather
Emergency Alert (WEA) messages from getting out to cell phones.

Until this issue is corrected, users should use other methods to
receive NWS warnings.
