[sbe-eas] Mobile active shooter alert (Kalamazoo MI and now Memphis TN)

In Kalamazoo County, Michigan on February 20, 2016, a man drove around 
town randomly shooting people (6 deaths, 2 injured).  After it was 
reported no public alert was sent, Michigan passed legislation authorizing 
the "Public Threat Alert System."

Generally, law enforcement professionals don't send alerts during active 
shootings incidents because they usually are a confined location. WEA is 
bad at targetting very small areas. People in the immediate area are 
already aware there is a active shooter. The cell phone alert sound could 
put people hiding in danger.

A mobile active shooter is a different situation. Mobile active shooters 
are less common (but hashappen multiple times in the U.S.; and at least 
once in Canada).  With a mobile active shooter, the public is unware of 
the danger.
