In the FCC Daily Digest, I got to read today.  The effective dates have been released!

Released: 2022-11-10. PSHSB ANNOUNCES EFFECTIVE DATE AND COMPLIANCE DATES FOR CERTAIN EMERGENCY ALERT SYSTEM (EAS) RULES. (DA No. 22-1189). The Public Safety and Homeland Security Bureau announces the effective date and compliance dates for the EAS rules adopted in the September 30, 2022 Report and Order improving the accessibility and clarity of emergency alerts .
