[sbe-eas] FEMA IPAWS Test question

Correct

FEMA has reported that the EAS RWTs for Chamorro, Atlantic, Eastern, and Central time zones were not sent today, Monday, December 12. Other time zones should be sent normally. This will be reflected in the monthly report.

Stations should note that failure in the Station Log!
