Of course, they didn't include a picture of the last page showing the 
broadcast 'source' of the EAS message.

The cable TV subscriber should contact their cable TV provider.  More than 
likely the cable TV provider's customer service will not know anything, 
and will give the customer bad information or blame the FCC, FEMA or 
someone else.

It is the cable TV provider's EAS equipment that controls the local 
filtering.

For example, DirectTV broadcasts RMTs from Los Angeles County nationally. 
So every month everyone across the country hears the recording of the L.A. 
Sheriff.

DISHTV used to make up their own RMTs each month.

Spectrum Cable is notorious for misconfigured EAS equipment, and no 
technical personal to fix it.
