The eight-second attention signal with an audio message is OPTIONAL for 
RWTs.  An attention signal with audio message is NOT prohibited with a RWT 
according to FCC Part 11.

For example, the National Weather Service includes its WARNING TONE 
(different than an attention signal, but treated like an attention signal 
by EAS decoders) with an audio message in its weekly tests.

Almost no one (other than NWS) includes an audio message in RWTs.  Its 
usually a configuration error due to a weird user interface choice by one 
particular manufacturer.  But an audio message could be useful in some 
cases, such as setting audio levels on the Sirius XM barker channel 
which has wildly varying audio levels.
