[sbe-eas] Michigan Severe Weather Week

As part of Severe Weather Awareness Week in Michigan, the RMT originates
from the EOC in Lansing.

I was surprised yesterday how CLEAR the audio was. Not tts, nor a bad
quality recording that usually happens with every RMT, even during Severe
Weather week.

Are they using high quality MP3/WAV/etc files now?
