National Weather Service issued a tornado warning about 11 minutes before 
the EF4 tornado touched down in Rolling Fork MS.

Why didn't people living in poor communities learn about the warning?

Thing I learned, Indiana pass a law requiring all new mobile homes have a 
weather radio installed -- similar to requirements for a smoke alarm. Poor 
communities likely can't afford to buy or maintain them.

Outdoor warning sirens have various problems (cost, reliability, 
asleep and indoor locations).
