[sbe-eas] WP: review of tornado warnings after Rolling Fork Mississippi

A small rural community here in North Iowa decided about 10 years ago that
rather than invest in a new outdoor warning siren, to instead use the money
to purchase a weather radio for every residence and commercial structure.
The stipulation was that the weather radio would stay with the residence
after the the occupants moved on so it would be there for the next family.
If I recall, the town maintained the existing siren for coverage of outdoor
activities.
