[sbe-eas] UI is hard: Why did Floridians wake up to an early-morning emergency alert?

Hopefully they won’t go with CodeRed/OnSolve as their next provider. They are absolutely the worst CAP program provider ever. Nevada has had nothing but trouble with them, terrible response from their customer service staff and no notice or explanation for their service outages, including one that went on for more than 8 hours.
