[sbe-eas] National Test

[Lowell Kiesow]

Here in Washington, we have an EAS remailer where we poll stations for
trouble.  Other than a couple of stations that received the NPT from a
"legacy" EAS source before their box got it from CAP, it was smooth
sailing.  It was the most successful national test ever.
