[sbe-eas] Question

I would think that you would log it as received.  Other than that, it's
between the Originating station and the SECC / state EAS chair.  I think
you don't have any responsibility here at all, but informing the state
chair is going above and beyond.  Unless your state plan requires you to
notify somebody for a situation like this.
