Oklahoma and Texas emergency management agencies appear to be more willing 
to use warning sirens and WEA/EAS wildefire evacuation alerts.

warn.pbs.org shows a half-dozen past evacuation and fire alerts.

I've seen zero complaints on social media from the public about alerts.

More emergency managers seem to be learning warning and alerts do not 
cause public panic.  The wildfires cause panic.
