It was a pre-planned daytime event, not an emergency, so lots of 
time to wordsmith alert with many groups up and down the management 
hierarchy.


When the ship hit the bridge at 1:30am several weeks ago, no WEA alert or 
training for the people on duty how to send one, if they tried.  First 
responders did a remarkable job stopping traffic as the bridge collapsed.
