[sbe-eas] Requests about EAS test information

The FCC does not care when an RWT runs as long as it happens every week.
Chances are, it's this guy's eccentric hobby, similar to bird watching or
train watching.  There are even LED streetlight enthusiasts.  But there's
no reason to even respond to his request, so just don't.
