FCC does a lot of handwaving, without definitively answering the question
if EAS plans filed with the FCC are subject to FOIA or public documents.
Sometimes the FCC has published state EAS plans on its website, other
times it doesn't.
The legal status of various State Emergency Communication Committees
varies from non-existant, a volunteer, a club, an association, part of a
state agency depending on the state or territory.
