[sbe-eas] Question for the group about the new MEP EAS Code

SECCs can determine if the MEP code is used in your state and for what
circumstances. It's a good idea to set guidelines so that it is only used
when the person is known to be endangered and there is actionable
information, like a car description and license plate. My guess is that few
states will use this event code.
