Part of the selling point of the Common Alerting Protocol (CAP), was to 
allow alert originators to quickly send alerts via different alerting 
technologies, with a minimum amount of retyping.  And it works fairly 
well in that regard. But... as is so often the case... there is two 
sides of that "ease of use" coin... it also makes it easier to send an 
improper alert using multiple alerting technologies, etc.
