A few corrections... There is a 45-minute overview and 4-hour in-person / virtual training on how to create and send WEAs.

This uses the FEMA Message Design Dashboard which lets anyone (even untrained if needed)  create a pretty darn good message. See

PBS has a website which shows most WEA alerts. https://warn.pbs.org/ 

 

There’s no real-world training for WEA originators. They get some information from FEMA, some from the CAP program provider but nothing practical about how using WEA. The same CAP program they use for WEA also works for EAS and sometimes they think it’s the same thing. 

Nobody gives them any standards or criteria or procedures for using WEA. It generally falls on the SECC to answer originator’s questions about WEA and who trains us??? After this week, I could write a book about this.

I have a lot of family that lives in Texas, so while I don't live there, I know it better than pretty much any other state I haven't lived in.  And I can guarantee you that is not an accident.  That is a deliberate policy decision (probably unwritten) by various people in state government and state elected officials.
