Just a small comment.
During the development of the EAS Rules in 1994, some NWS personnel thought that the new rules would include that Tornado Warnings would be mandatory under EAS just like EAN. Obviously that could not happen.

These tornadoes were NOT quick spinups. And they did not repeat for more than a few hours let along a few days.
During yesterday's event I didn't see any flash flood warnings overlapping tornado warnings. In any event, during a flash flood warning in Florida you don't need to run for higher ground because 1) there is no higher ground and 2) the type of flash flooding they get doesn't wash homes away.
So stick with tornado/hurricane sheltering, which suggests people stay in an interior room.
