[sbe-eas] California EMAs begging Do Not Disable Phone Alerts

City of Malibu is using social media asking the public "Do Not Disable 
Phone Alerts"

While there has been 3 alert 'mis-fire' so far during the California 
fires, social media 'influencers' have been amplifying complaints.

Other than the influencers (most don't seem to live in California), I'm 
seeing fewer than typical complaints during a disaster on social media 
from people in southern California.  I don't know if social media platform 
algorithms are doing something weird.
