[sbe-eas] IPAWS not included in OPM Fork In The Road Resignation

DHS has informed some components and offices are not permitted to 
participate in the Office of Personnel Management's "Fork In The Road" 
deferred resignation program.

One of thoese offices not allowed to participate is the FEMA-Office of 
National Continuity Programs, including IPAWS.  However, the rest of FEMA 
is allowed to participate in the OPM "Fork In the Road" resgination 
program.

The people you see wearing FEMA vests in disaster areas work in the 
FEMA-Office of Response and Recovery.
