[SBE] mobile ariel ENG platform mode

At KTRK we don't have any experience using 8vsb in the ENG realm but 
we regularly use COFDM for standard def helicopter shots.  We use 
1/2FEC and 1/8 Guard with good results.  Most of our helicopter work 
is HD and we use 16QAM quite successfully.
