[SBE] Ready to turn analog back on?

Our DMA is the size of the state of Mississippi. We have a lot of
translators, like 40 ish. Many of our rural communities will have no digital
over the air television AFTER the cut off date and therefore do not need a
converter box. This is making the DTV education process for consumers very
confusing here.

Most of the STB's have an NTSC tuner in them, but it is disabled because the

box is supposed to only provide DTV to analog conversion.

How many STB's will fail, become trash and landfill shortly after? Can we
get a $40 rebate for sending them back when they break or we don't need them

anymore? Isn't this one of the ultimate throw-away devices?
