There is a company in San Diego (name escapes me at the moment) that has 
deployed thousands of VSAT data links using 2 watt TX or less on a time shared 
basis so thousands of users share the same up/down link. Can be paired with TI 
and can even relay live video, albeit low rez. That's been around for years. So 
not new tech. Precision timed via GPS with a site tolerance of 50 ft vertical, 
and 1 sec az el.
