[SBE] dial norm

I just recalled putting a Dolby encoder in an FM station circa 1984 that had 
to be set with a "calibration level tone." Was that the first attempt at "dial 
norm?" I doubt anyone uses that anymore, and so far DN seems to be the same 
loudness wars scoundrel that plagued radio. I turned it off on my home TV 
because it was so annoying turning the volume up/down to cancel the slow AGC 
changes during/between programs.
