[SBE] Final Cut Pro CC issue

We just ran into that CC problem on our Avid. There is a fix in the unit.
Our production manager called the Avid folks and they helped him with the
fix.

Is there a "fix" so that FCP doesn't obliterate line 21 CC when editing
using 
a transition other than "cut?"  Do all NLE's have this problem of not 
preserving line 21 during effects?
