Ed,
I might suggest your HR and/or Legal Dept's. see what you can put in 
about interpersonal skills. They might be the best technical CE in the 
world, but if they aggravate their co-workers by just walking into the 
building, they would be a bad hire. These days people will no longer put 
up with the "Grumpy" engineer, and might even be able to make a case 
about hostile workplace.
It ain't about just fixin' stuff anymore!
