[SBE] activating inactives

The webinar idea is real good here in Montana where no matter what time of
day or place, the majority of members would have to travel 100 miles plus
one way to the meeting.

Certainly an idea for chapters to arrange. Webex or a similar tech could
make this possible.

The RF Safety seminar is already offered, and the SBE Education Committee is
developing several new presentations. I expect we'll have an updat on thee
very soon.
