You are talking apples and oranges.

The licenscing you taught was for operators. It was somewhat ridiculous. It is ironically what GMs and such still expect.

The licenscing being discussed and enforced is for a trade. It makes quite a bit of sense.

There is a lot being done wrong at low voltage that leads to improper, unsafe and to some degree even unethical installation of facilities. Heck, I see 'experienced' broadcast techs do improper Cat 5 and fiber all the time. Those pretty runs are often the runs that do not work.

This low voltage stuff came about largely because of the massive ripoffs that went on with prewired homes and data centers during the building boom. I experienced it myself when the builder of my house tried to tell me that the Cat-5 used for telephones is different than the Cat-5 used for computers, and thus the computer wiring costs more!! Get one of those prewired mobile office trailers, and you will find half the outlets test ok for continuity, but dont pass data. It is interesting to note how many homes are priced at Cat-3 for phones, but wired with Cat-5 because it is easier to give the installer one sort of wire rather than two types, risking a mistake.
