There was once a time of no regulation.  Around 1926 a court declared 
that the old Radio Act of 1912 was unconstitutional.  The Standard 
Broadcast Band was one big free for all.   The Broadcasters wanted 
regulation to end the chaos and in 1927, congress passed the law forming 
the Federal Radio Commission.
