For streaming flat fee versus needle drop must be a non-com option.  We
are commercial and pay fees based on number of connections and connection

  not the stations liability if someone else rebroadcasts your stuff
  without agreement.
  Many pay a flat fee based on market size anyway, not needle drop but
  news and other formats will often choose needle drop vs flat fee
  since they use so little product.
