  Assuming you have a good mw path less than 30 miles... you can do it with a pair of 5.8 GHz radios and small dishes.  I think we put together our last link for under $1500.  We put an EASI-8 out at a DTV translator site, got a static i/p from our ISP, and monitor it over the internet.
