[SBE] US House delays DTV transition

It is optional unless they decide you are special case and must not be
allowed to shut off.  Also you have to notify them by Monday Feb. 9th if
you want to go off on Feb. 17.  After that you have to wait at least
until March 13 so you can give the required FCC and public notices.
