[SBE] Timekeeping Standard [was RE: UTC Time Standard]

As with most absolute values, time zero can only be approxximated by infinite 
division my 2. and then agreeing that the last division is indivisible. The 
zero value is approachable but not achieveable. Much like trying to find a 
magnetic monopole by dividing a magnet by 2 an infinite number of times. The 
monopole has never been found, even at the smallest division the magnet is still 
bi-polar.
