AM Would be better as the News Departments exist at most Primary stations.
But, All reasons cited by Dave below are more valid than an FM Chip.

1, 2 &3)    Don't need any further reason for people to be fussing with
their damned phones while driving.

4)    Don't need any further reason for legislators to make another rule.
