[SBE] Analog Sunset = Lower Analog Power?

Recently Verizon FioS went down in an area north of Boston and folks "discovered" whether their new HDTV's had tuners of any kind. Some complained of very snowy analog signals on ther analog sets. Have the broadcasters in Boston or elsewhere intentionally dumbed-down the smoke from their analog transmitters?
