My personal take is that Craig already has many qualified people at
FEMA that he either already has identified or will identify.

The positions announced are interesting, but I would submit not
representative of the many people already on board within FEMA have
not had the benefit of the leadership and experience that someone like
Craig can offer due to Craig's track record as the EM for Florida, and
his leadership within NEMA and, dare I say, the PPW.

Also, going to people who have experience with CBO's and faith-based
organizations can be viewed as a major step forward in setting up
logistics to get emergency assistance to the right people at the
community level faster and more efficiently.
