[SBE] FM stereo silence detector/alarm

Does anyone have a recommended RELIABLE unit that will work with Audio 
Vault to detect an extended audio outage (ie 20 seconds) then send out a 
programmed text message or auto dial a list of numbers?  It needs a threshold 
control (level) and an adjustable time period.  Sometimes its digital silence, 
sometimes we have background static bepending on what source was supposed to 
be on air but didn't show up.
