[SBE] LP1 KWVE fined for EAS error

It's definitely my point. Why be an LP1 or LP2 voluntarily and risk a
fine like this when it's not necessary? And Barry, your other point is
very valid too, it's a TEST! The purpose of testing something is to
make sure it works and everyone knows how to use it before there's an
emergency or need for it. If it doesn't work right, we fix it before
it's needed. This test failed and I'm sure by now that operator knows
the EAS system inside and out.



I just hope that the station that was fined realizes how many of us are
on their side here.
