[SBE] EAS CAP

Others may want to chime in to answer Chad's question, but here's my 2
cents worth.

Depending on where you are in the country there may not be any CAP-
enabled EAS product that the new CAP boxes will wake up to for some
time.

As far as CAP message polling, I am not aware that there will be a
polling "pull" component. If anyone has information to the contrary,
please jump in.

FEMA has said they will act as a message aggregator and stand up
national CAP servers, so when there is product CAP-aware EAS devices,
my understanding right now is that said devices do not need a public
IP address. There are security considerations that are still being
worked out, so that may play into the final CAP design for EAS. I have
not heard of any discussion about that design involving the need for a
public IP address, though.

Again, if anyone has information correcting my impressions, it will be
appreciated by both myself and Chad.
