[SBE] EAS...something I am not understanding here

Hi All,

 

I have seen a lot of discussion on the list pertaining to the EAS, how
things are not standardized, untested, etc.Why is this?? I would think that
something as important as warning the population about weather, AMBER alert,
etc would take top priority and politicians would not be screwing around
with getting this done. I must be missing some information here. Can anyone
set me straight?
