Let's be glad our tax dollars were not used the way the Russians have to assist in collective Federal think under duress.  
 
Their "Perimeter" system seems to have escaped the knowledge base of the CIA until recently.

 Check out how this ring of death operates.  The amazing thing is that the Russians decided it might be best to not fully automate the system, as was the intent at conception, but rather have it be automatic for three of four levels of decision, up to the point of launch decision, at which point folks in bunkers would make the decisions rather than politicians.
