[SBE] Draft letter to the FCC re: EAN procedures

Greetings:

Attached find the draft request to the FCC.

Thanks to Gary Timm and David Ostmo for their help putting this  
together.

I would like to suggest that we try to get comments and changes on  
this draft done no later than next Monday, Feb. 1, if not sooner.

The next step in the process will be for Ralph to send our approved  
draft to the SBE Government Relations Committee for action.
